The halal certification program is a strategic initiative by the government aimed at ensuring product halalness and enhancing the competitiveness of micro and small enterprises. This program is part of the implementation of Law Number 33 of 2014 concerning Halal Product Assurance, which mandates that every product circulated in Indonesia must be halal-certified. This study aims to analyze the implementation strategy, obstacles, and impacts of the halal certification program on business actors in Ponorogo. The research employs a qualitative descriptive approach, with data collection techniques conducted through in-depth interviews with representatives from implementing institutions and entrepreneurs participating in the program.
The findings indicate that the implementation strategy is carried out through activities such as socialization, education, assistance in the halal product process, and submission of certification through the SIHALAL platform using a self-declare scheme designated for specific business actors. The main challenges in implementing this program include low halal literacy among business actors, limited human resources for assistance, lengthy verification processes for documents and products, as well as administrative and technical obstacles within the application system. Despite these challenges, the halal certification program has shown positive impacts such as expanded market access, increased consumer trust, and growing awareness of the importance of product quality standards and halal assurance. These findings underscore the importance of inter-agency synergy, strengthening the capacity of halal assistants, and formulating adaptive and sustainable policies to optimize the implementation of the halal certification program for business actors.
