Abstract
WASTE MANAGEMENT STRATEGIES
TO SUPPORT SUSTAINABLE TOURISM AT LAKE NGEBEL
A FIQH AL-BI'AH PERSPECTIVE
ABSTRACT
Tourism is an essential sector that contributes to economic growth and community welfare; however, its development often brings environmental challenges, one of which is waste management. This issue also occurs in Telaga Ngebel, Ponorogo, where the increasing number of tourists has led to a higher volume of waste, threatening the sustainability of the ecosystem and the natural beauty of the area. This condition calls for a waste management strategy that is not only technically oriented but also grounded in ethical and spiritual values—one of which is the fiqh al-bi’ah perspective, emphasizing human responsibility as khalifah (steward) in preserving the environment.
This study employs a qualitative descriptive approach, using observation, interviews, and documentation with respondents consisting of waste management officers, local residents, small business owners, and representatives from the Environmental Agency and the Tourism Office. Data were analyzed using descriptive qualitative methods analysis to gain a holistic understanding of waste management practices that are technically and socially effective while aligned with Islamic values supporting sustainable tourism. The objectives of this study are to identify the waste management system implemented in Telaga Ngebel and evaluate its effectiveness, to examine the strategy through the lens of fiqh al-bi’ah, and to analyze its impact on sustainable tourism.
This study concludes that waste management in Ngebel Lake has used an Integrated Waste Management Strategy with the principles of sustainable tourism and a circular economy through the implementation of 3R (Reduce, Reuse, Recycle), the provision of 3R TPS, and the use of technology such as shredders and mini incinerators. Synergy between the government, the community, business actors, and tourists supports ecosystem sustainability. However, obstacles such as limited facilities, low tourist awareness, and overlapping authority between agencies hamper the effectiveness of management. This condition is contrary to the principles of fiqh al-bi'ah which teaches nature conservation as part of the human mandate that includes protection of the soul (hifz al-nafs), intellect (hifz al-'aql), descendants (hifz al-nasl), and property (hifz al-mal). Therefore, collective encouragement, mutual cooperation, and continuous education are the keys to the success of this strategy to support environmental sustainability, help socio-cultural values, and improve the economic welfare of the community around Ngebel Lake.

STRATEGI PENGELOLAAN SAMPAH UNTUK MENDUKUNG
PARIWISATA TELAGA NGEBEL BERKELANJUTAN
PERSPEKTIF FIQH AL-BI’AH
ABSTRAK
Pariwisata merupakan sektor penting yang mampu mendorong pertumbuhan ekonomi dan kesejahteraan masyarakat, namun perkembangannya sering menimbulkan persoalan lingkungan, salah satunya masalah sampah. Hal ini juga terjadi di Telaga Ngebel, Ponorogo, di mana peningkatan jumlah wisatawan berdampak pada meningkatnya volume sampah yang mengancam kelestarian ekosistem dan keindahan alam. Kondisi tersebut menuntut adanya strategi pengelolaan sampah yang tidak hanya berorientasi pada aspek teknis, tetapi juga berbasis pada nilai etika dan spiritual, salah satunya melalui perspektif fiqh al-bi’ah yang menekankan tanggung jawab manusia sebagai khalifah dalam menjaga kelestarian lingkungan.
Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode pengumpulan data melalui observasi, wawancara, dan dokumentasi terhadap pengelola TPS, masyarakat sekitar, pelaku UMKM, serta pihak Dinas Lingkungan Hidup (DLH) dan Dinas Pariwisata (Disparta). Analisis dilakukan dengan teknik deskriptif kualitatif berbasis fiqh al-bi’ah untuk memperoleh pemahaman holistik mengenai praktik pengelolaan sampah yang tidak hanya efektif secara teknis dan sosial, tetapi juga sesuai dengan nilai-nilai Islam dalam mendukung pariwisata berkelanjutan. Tujuan penelitian ini adalah untuk mengidentifikasi sistem pengelolaan sampah yang diterapkan di Telaga Ngebel serta menilai efektivitasnya, mengkaji strategi pengelolaan sampah dalam perspektif fiqh al-bi’ah, dan menganalisis dampaknya terhadap pariwisata berkelanjutan.
Penelitian ini menyimpulkan bahwa pengelolaan sampah di Telaga Ngebel telah menggunakan Strategi Pengelolaan Sampah Terpadu dengan prinsip pariwisata berkelanjutan dan ekonomi sirkular melalui penerapan 3R (Reduce, Reuse, Recycle), penyediaan TPS 3R, serta penggunaan teknologi seperti mesin pencacah dan incinerator mini. Sinergi antara pemerintah, masyarakat, pelaku usaha, dan wisatawan mendukung kelestarian ekosistem. Namun, keterbatasan fasilitas, rendahnya kesadaran wisatawan, dan tumpang tindih kewenangan antar instansi menghambat efektivitas pengelolaan. Kondisi ini bertentangan dengan prinsip fiqh al-bi’ah yang mengajarkan pelestarian alam sebagai bagian dari amanah manusia yang mencakup perlindungan terhadap jiwa (hifz al-nafs), akal (hifz al-‘aql), keturunan (hifz al-nasl), dan harta (hifz al-mal), Oleh karena itu, penguatan kesadaran kolektif, gotong royong, dan edukasi berkelanjutan menjadi kunci keberhasilan strategi ini untuk mendukung kelestarian lingkungan, menguatkan nilai sosial budaya, serta meningkatkan kesejahteraan ekonomi masyarakat sekitar Telaga Ngebel.
